Ensuring the quality of training
Tools for quality assurance and the development of training
According to Article 8 of the Vocational Education and Training Act (BBG) Artikel 8 des Berufsbildungsgesetz (BBG) , all providers of vocational education and training (apprenticeships, vocational schools, inter-company course centres, etc.) are obliged to ensure quality development and assurance.
The QualiCarte is a tool for developing the quality of education in professional practice. The QualiCarte is a tool for measuring and improving the quality of training for providers of inter-company courses.
QualiCarte
The QualiCarte is an independent tool for assessing the quality of in-company training. The QualiCarte helps identify potential areas for optimisation to continuously improve training. The QualiCarte defines 28 requirements for high-quality training.
The QualiCarte was developed by the Swiss Conference of Vocational Education and Training Offices (SBBK) in collaboration with the Swiss Employers’ Association (SAV) and the Swiss Trade Association (SGV).
Seven reasons to use the QualiCarte
The QualiCarte enables the training company to
- Recognise the potential for improvement in their own training performance;
- Sustainably improve the quality of training;
- Increase the attractiveness of their own company as a training company;
- Optimise the selection of apprentices;
- Minimise the risk of apprentices dropping out of an apprenticeship;
- Self-evaluate;
- Obtain an educational permit.
QualiCarte is primarily intended for the (annual) self-evaluation of in-company training. However, it is possible that the cantonal vocational education and training office or the professional organisation may require QualiCarte to be completed during a company visit. In this case, the QualiCarte must be handed over.
Apprentice questionnaire
This questionnaire allows apprentices to assess the quality of their in-company training. All questions are based on the quality requirements of the QualiCarte. The two tools enable the host companies to compare the assessments of the vocational trainers and the apprentices.
The QualüK card
The QualüK card gives providers of inter-company courses and their partners a simple tool for measuring and improving the quality of training. It was developed by the Swiss Conference of Vocational Education and Training Offices (SBBK). Although the use of QualüK is optional, it is recommended by the SBBK. Another quality management system can also be used instead of QualüK.
The QualüK is a card with 15 quality requirements. It is a simple and practical tool with which providers of inter-company courses can measure and improve the quality of their training. It is trilingual (German, French and Italian) and consists of a folder containing a booklet and five forms for each language. The QualüK can be supplemented by job-specific criteria stipulated by the responsible professional organisation.
B&Q committees
The Committees for Professional Development and Quality (B&Q Committees) assure the quality and development of basic vocational education and training. They also optimise and update the guidance and implementation documents, and further develop the professional profiles.
The B&Q committees were made up of representatives from professional organisations., including representatives from the specialist teaching profession, the Swiss Confederation (State Secretariat for Education, Research and Innovation SERI) and the cantons (Swiss Conference of Vocational Education and Training Offices (SBBK). The role, duties, competencies and procedures of the B&Q committees are described in detail in the “Orientierungshilfe für die Schweizerischen Kommissionen für Berufsentwicklung und Qualität (Kommissionen B&Q)” (Guidance for the Swiss Commissions for Professional Development and Quality – B&Q Committees).
